Other-FAQ-1. Can PPL Electric provide a W9?

A PPL Electric W-9 will be provided to all winning suppliers once all results are approved by the Pennsylvania Public Utility Commission, and fully executed by all parties.  When this information is provided to winning suppliers, PPL Electric will also provide a blank W-9 and Electronic Funds Transfer form to be completed by the supplier to update the Company’s records for banking and tax purposes.

Other-FAQ-2. What types of signatures will be accepted by PPL Electric for signing of documents?

At this time, use of (i) a manually signed signature or (ii) a digital signature via DocuSign, Adobe Sign, or Infocert is approved for use by PPL Electric. Once the applicable documents have been executed, you will be required to upload a scan of the executed document online; no hardcopy originals are required under the RFP process.

Other-FAQ-3. Is the submission of the Bidder Qualification application a binding commitment to participate in the remainder of any RFP process or future solicitations?

No, the submission of the Bidder Qualification form is not a binding commitment to participate in the remainder of any RFP Process or future solicitations.

Other-FAQ-4. Can PPL Electric provide a W-9 Form (or an EIN #), articles of incorporation, and Organization Chart – showing the relationship with their ultimate parent if applicable?

Under PPL Electric’s traditional process, the PPL Electric W-9 is provided to winning suppliers following the approval of auction results by the Pennsylvania Public Utility Commission, and the complete execution of all contracts by all parties. In support of the auction process and to expedite the payment process, the PPL Electric W-9 will be issued upon request if in advance of the auction. In all other instances, PPL Electric will supply the W-9 as part of the post-auction package of materials. PPL Electric Utilities Corporation is a subsidiary of PPL Corporation. Other-FAQ-5. Is the submission of the SMA and collateral a binding commitment to submit a bid proposal in the RFP?

The submission of a signed SMA and Bid Assurance Collateral does not create a binding obligation to submit bids on Bid Proposal Due Date.

Other-FAQ-6. Our company policy involves a customer due diligence process for an onboarding counterparty. Is it possible to get a point of contact for PPL Electric to work on the onboarding process, providing information about the corporate ownership, registry, organizational structure, banking details and the W-9 form?

PPL Electric’s W-9 form is available upon request and will be sent directly via email to the requesting party. Regarding other onboarding and due diligence requests, please note the following.  The RFP is conducted pursuant to PPL Electric’s sixth default service program petition that was filed with and approved by the Pennsylvania Public Utility Commission (PUC) in Docket Number P-2024-3047290. All bidders must participate pursuant to the process as described in the RFP and based on the terms of the RFP. During the RFP, NERA is the RFP Manager and is the contact for PPL Electric Utilities Corporation. During the term of the supplier master agreement (SMA), contact information for PPL Electric is provided in the applicable SMA. PPL Electric endeavors to work to provide the information you requested upon approval of the results by the PUC on a commercially reasonable basis.  No additional information is provided prior to the approval of bid results by the PUC.

Other-FAQ-7. When is the next RFP?

Other-FAQ-8. When do we need to submit a signed SMA?

As set forth in the RFP Rules, the RFP Bidder must sign the SMA and submit the SMA by noon EPT on the second business day prior to the Bid Proposal Due Date. If the RFP Bidder is awarded any tranches in any solicitation in the RFP, the signed SMA that was initially submitted will be executed by PPL Electric and provided to the RFP Bidder together with the partially executed Transaction Confirmation forms via email. If the RFP Bidder was not awarded tranches in the solicitation for which a SMA was provided, PPL Electric will retain the SMA for any future solicitation in which the RFP Bidder may again submit a Bid Proposal, in which case it is the responsibility of the RFP Bidder to submit any updated pages of the SMA no later than two (2) business days prior to the Bid Proposal Due Date of the solicitation in which the RFP Bidder is participating.

Other-FAQ-9. Are there any community choice aggregation program within PPL territory?

As of June 2025, PPL Electric is not aware of any community choice aggregation (also known as municipal aggregation) in Pennsylvania. Electric Community Choice Aggregation (CCA) is not currently authorized statewide in Pennsylvania for electricity.

Other-FAQ-10. Can we request changes to the Confidentiality Agreement?

No, the Confidentiality Agreement is a standard document that must be executed in its current form and without modifications by each RFP Bidder as a condition of its participation in the RFP.

Other-FAQ-11. We would like to participate in upcoming PPL Electric RFPs. However, we are required to share information with regulatory authorities with jurisdiction over U.S. banking activities, like the OCC and Federal Reserve, and we must retain records differently than other market participants. Can we propose edits to the Confidentiality Agreements used in connection with PPL Electric’s default service procurement plan?

Confidentiality Agreements used in connection with PPL Electric’s default service procurement plan are standard documents that have been approved by the Pennsylvania Public Utility Commission. All RFP Bidders must execute the Confidentiality Agreement without modifications. However, PPL Electric considers that, by asking this question and providing the requirements that are imposed on the RFP Bidder by relevant bank regulatory authorities , the RFP Bidder has provided PPL Electric an appropriate notice as stated under Paragraph 10(a) of the Confidentiality Agreement. If the only instance of noncompliance with Paragraph 10(a), Paragraph 11, or any other terms of the Confidentiality Agreement, including without limitation provisions related to disclosure and retention of Confidential Information, arises from compliance with requirements from an applicable bank regulatory authority having jurisdiction over the RFP Bidder, PPL Electric will not consider such noncompliance as a breach of the Confidentiality Agreement.

Other-FAQ-12. When will the RFP Manager notify RFP Bidders of winning bids?

Historically, the RFP Manager has provided notification to RFP Bidders on whether they have Bids that will be provided to the Commission as winning Bids prior to 4PM on the Bid Proposal Due Date.  However, this is a generalization. Bidders will be notified by the close of business (6PM EPT) on the Bid Proposal Due Date if they have Bids that will be provided to the Commission as winning Bids.

Other-FAQ-13. Can we provide a draft Bid Assurance Letter of Credit for review prior to our bank issuing the final executed version?

The RFP Manager does not review drafts of Bid Assurance Letter of Credit prior to execution. However, RFP Bidders can provide proposed modifications to the Bid Assurance Letter of Credit by the qualification deadline. If the submitted Bid Assurance Letter of Credit, in its current format, is not acceptable to PPL Electric, the RFP Manager will provide a deficiency notice requesting an amendment to your Bid Assurance Letter of Credit and will provide a deadline for receipt of such amendment. Please note that PPL Electric posts the lists of acceptable modifications to the Bid Assurance Letter of Credit to the Documents page of the respective RFP section for each solicitation.
