- Q: Will suppliers who are awarded tranches in the October 2018 solicitation be affected by the TOU program? Specifically, when is the TOU program expected to occur?

The first TOU Program solicitation is scheduled to occur after the April 2019 Default Service solicitation concludes, and will be for the procurement of TOU Supply for the Residential and the Small C&I Customer Groups with supply commencing on June 1, 2019. In the October 2018 solicitation, the 12-month Residential and 12-month Small C&I products have a supply period of December 1, 2018 through November 30, 2019. Information about the TOU Program and the PUC Order approving the program can be found on the Regulatory Background page of the RFP website.

The data provided in the Default Service Load Data file is through May 31, 2019. The PPL Electric TOU Program began June 1, 2019. Therefore, the data provided to date does not include TOU supply, because the program had not yet commenced. Future files that provide data starting June 1, 2019 will have TOU broken out, allowing suppliers to see TOU separately, or sum customer groups together if looking at customer group load as a whole.
It is also noted that under the TOU contingency plan, as it was following the May 2019 solicitation, TOU customer load is provided by default service suppliers. For this reason, for example, TOU supply for the period of June 1, 2019 through November 30, 2019 will be provided by default service suppliers. Such contingency plan will remain for each customer group until a TOU supplier is selected through the TOU RFP for that customer group and supplies TOU supply to customers in the TOU Program. - 09-20-2019

The numbers change every day. As of September 4, 2019 PPL Electric has enrolled approximately 260 residential and small C&I customers.

A bidder information webcast for the May 2019 solicitation of the TOU RFP is scheduled to be on May 1, 2019 following the public issuance of the PPL Electric Price-to-Compare. Further bidder information materials are also posted under Documents page of the Time-of-Use RFP section.

- Q: Will there be a cap on how many customers can enroll in the TOU program by customer class?

There is no cap on how many customers may switch between fixed price default service and TOU service. Customers may switch between fixed price default service, TOU service, and competitive shopping as long as it is in accordance with established switching rules.

The TOU program is a new program and there are currently no customers on the TOU program. As such, switching data for TOU customers is not currently available, nor does PPL Electric have any estimations of customer participation. PPL Electric will post this data to the RFP website as it becomes available.
